What if I think my tax assessment is higher than the fair market value?
Taxpayers who believe their property is over-assessed should view the assessment data to verify accuracy.
Property ownership as well as assessment data including such things like building size, age, acreage, number of rooms and assessments, along with a sketch of the structure(s) can be viewed at www.gonashua.com. If a property is listed with incorrect data this would cause an incorrect assessment. If the data is correct and the taxpayer still believes the assessment is too high, s/he may apply for a property tax abatement.The time period to file for an abatement is after the issuance of the final tax bill and on or before the following March 1st. It is the taxpayer's responsibility to provide documentation in support of an abatement request. Forms will be available from the Assessing Department at City Hall after the mailing of the final tax bill. For more information, see our web site Abatements.

How can I change the mailing address on my tax bill?
A request to change the mailing address on a tax bill must be submitted in writing and signed by the property owners. How is an assessment determined?

What if I miss the deadline to file for an abatement?

When are the Tax Bills for 2009 taxes due?
The City of Nashua bills for property taxes semi-annually.Tax bills are generally due in July and December. July’s bill is estimated based on the prior year’s tax rate. How much does a permit cost?
The cost for a permit varies depending on the size and type of project and the type of permit you are looking for. Building Permit fees are normally determined by cost per square feet of the project and that cost varies per type of project, i.e. new construction, alteration, residential, commercial, etc. Trade permits are determined by what work and how much work is being done. When do I get my permit?
You will receive you permit after your submittal has been reviewed for code compliance and signed-off by the appropriate person. You do not have a permit upon submitting the application and a payment.
Why do I need a Building Permit?
Applying for a Building Permits allows the city to review the project for compliance to federal, state and local codes and to insure the project is in compliance with the city’s Land Use Code. What do I need to obtain my Certificate of Occupancy?
Residential projects require final approvals from the building inspectors and in some cases approvals the City’s Engineering Department (Wastewater Service Permit). Commercial projects require final approvals from the building inspectors, the Fire Marshal, Planning and Zoning and in some cases approvals from the Environmental Health Department and the City’s Engineering Department (Wastewater Service Permit). What do I need to submit with my Building Permit Application?

Do I need a building permit for a new re-roofing project?
No, as long as it’s a small one to two family residential re-roofing project, but you still must meet code requirements. Yes if it a commercial re-roofing project. (Other than asphalt roofing shingles) You will also need a letter from a structural engineer stating that the existing roof structure can support the new roofing design.
How long does it take to get a permit?

How do I schedule a time for an inspection?

How do I license my dog – and why do I have to?
State law requires all owners (or keepers) of dogs to license their dogs with their local city or town clerk. State law also requires that every dog, cat and ferret three (3) months of age and older shall be vaccinated against rabies. If you do not license your dog, the city will notify the Animal Control Officer of a violation of RSA 466:1, and a Civil Forfeiture will be issued carrying a fine of $25.00. There are no licensing requirements for cats or ferrets.
In Nashua, dog licenses are issued by the City Clerk’s Office, Room 102 – Elm Street Entrance, City Hall. 589-3010.
License fees for one year ending April 30th of each year are as follows: Altered male or female: $7.50Unaltered male or female: $10.00
Unaltered male or female up to 7 months of age: $7.50. (Puppies under four (4) months of age do not need to be licensed.)
Persons 65 years of age or older may license one dog for $3.00 per year. If such owner wishes to license more than one dog, the fee for any additional license shall be as provided above.
The owner or keeper of an altered dog shall furnish a certificate from the person performing the operation to the clerk of the city wherein such dog is owned or kept. Also, a certificate from the veterinarian or clinic bearing the date of the rabies vaccination must be presented to the clerk to obtain a dog license.
A late fee of $1.00 is assessed for each month or any part thereof that the fee remains unpaid if license is not paid before June 1 in any year.Contact: City Clerk’s Office:(603) 589-3010
How do I register to vote?
If you are at least 18, or will be by election time, are a U.S. citizen, and a resident of Nashua, you are able to register to vote here in Nashua. You will need to present a photo ID and proof of age. In addition, you will need to show proof of citizenship and Nashua residence or sign sworn affidavit(s) declaring you are a U.S. citizen and/or a Nashua resident.
There are three ways to register in New Hampshire: City Clerk’s Office.Mon. – Fri., 8 a.m. – 5 p.m. (except holidays), Nashua residents may register at the Clerk’s Office at 229 Main Street. How do I get a residency affidavit?
Most city or town clerks will issue an "Affidavit of Residency," which the NH Division of Motor Vehicles accepts as one proof of residency. At the present time, the City Clerk’s Office will issue Affidavits of Residency to bona fide Nashua residents. You will need a photo ID to prove your identity. (The photo ID does not need to be a NH ID. It is just intended to establish identity and can be a passport or out-of-state driver's license.) You will be signing the affidavit under penalty of perjury that the information you have provided is accurate and true. Your affidavit will be witnessed by a Justice of the Peace or a Notary Public. There is a fee for the notarization. If you do not have a photo ID – but a person who lives with you does – that other person may sign a Residency Affidavit on your behalf swearing that you live with him/her. What do I need to do to get a marriage license?
If you are going to get married in NH, you can apply for your marriage license at the office of any NH city or town clerk. The Nashua Clerk's Office is located at 229 Main Street in Nashua, backside of City Hall (Elm Street), first door on the left. We are open M-F, 8 - 5. However, couples applying for a marriage license should be here by 4 p.m. if they would like to obtain the license that same day. The process usually takes 30 – 45 minutes, and we may be unable to complete the paperwork by 5 p.m. if the couple arrives after 4 p.m.
License fee is $45. Certified copies after the marriage are $12 for the first copy and $8 for each additional copy ordered at the same time. There are no blood tests required in NH and there is no waiting period after the license is obtained. The marriage can take place any time thereafter, but the license is only valid for 90 days. The bride and groom need to apply together unless there is a military obligation, which makes that impossible. Positive identification will be required and proof of current residence (driver's license, utility bill, other mail, etc.) If either one of you has been married previously, that person will need a certified copy of the divorce decree, or a certified death certificate if the marriage ended due to the prior spouse's death.

How do I order a copy of my birth certificate?
If the person whose birth certificate is being requested was born in Nashua, that record would be on file with this office. The state search fee for a birth record is $12 for the first copy, $8 for each additional copy ordered at the same time. There are two sizes: a "long form" (approx. 8 1/2" x 7") and a wallet-sized form. The latter needs to be laminated (per state) because the safety paper doesn't hold the inks well and the inks bleed too easily. We can do this for an additional 50 cents or you can do it yourself upon receipt.
Effective January 1, 2005, all individuals requesting a certified copy of a vital record (birth, marriage, or death record, pursuant to RSA 5:C-16) must present positive identification including, but not limited to, a driver’s license, passport or other picture identification or, in the absence of acceptable picture identification, shall complete the form “Documentation Evidence for Individuals not Possessing an Acceptable Picture Identification.” If ordering by mail, you must include the request form as well as a photocopy of your identification or the form, “Documentation Evidence for Individuals not Possessing an Acceptable Picture Identification” along with photocopies of the supporting documentation required with that form. Mail-in orders without positive identification will be returned without having been processed.
We need the following information: your name at birth, date of birth, place of birth (i.e., Nashua), father's name, mother's maiden name, reason for the request (e.g., personal records, travel, etc.), your relationship to the person whose record you are requesting (i.e., "self"), and your signature.
Both records have a raised seal and are certified copies. If you are going overseas, however, we recommend that you order the long form. The long form also contains more birth data than the wallet-sized form. Some travel agents and/or airlines don't like to accept laminated birth certificates, though the Post Office will for passport purposes.
Checks should be made payable to "City of Nashua." Kindly enclose a stamped, self-addressed envelope to expedite processing. We normally mail the certificate within 48 hours from having received the request.
We can also accept online orders with payment by credit card. These orders are processed through a third party, as our office cannot accept credit card payments directly. There is an additional $8.00 fee for this service. We cannot accept orders by fax or email. Online orders may be processed through VitalCheck at http://www.vitalchek.com

Why doesn’t my sewer bill show Sewer Lien Amounts?
When the final wastewater bills for a year have been issued (billings between July 1st to June 30th), and any amount remains unpaid, a lien for the outstanding balance is placed on the property (usually in October). How Do I Apply For A Refund If My Taxes Have Been Over Paid?
If your account has been paid twice and you would like a refund please submit the following:
- Description of property in question (address or account number).
- Copy of the front and back of each check submitted for payment.
- Statement from each party agreeing as to whom and where the refund will be sent.

If you need a receipt you can either come in, or request one through the mail. There will be a $2.00 fee for each property and each year you are requesting. Your Real Estate Tax Bill does not cover any specific time period. The first bill is based on half of the previous year’s tax rate. Can I Come In And Register A Car For Someone Else?
The NH Driver Privacy Act (RSA260:14) prohibits us from releasing any personal information about an individual to another person. However, if you come in with that person's current registration for a renewal or all the documents pertaining to a new registration, you should be able to do the registration. You also need to show Proof Of Residency, along with notarized power of attorney for the person you are doing the auto registration for.

How Do I Register The Vehicle I Just Bought And Use The Same Plates I Have From The Car I Got Rid Of?
Come in to our office with your original registration to your old car, and the necessary documents for your newly purchased vehicle. If the newly purchased vehicle is 15 years or older you will need the bill of sale and either the valid out-of-state (not NH) title or the former owner’s New Hampshire registration or the completed and signed verification of Vehicle Identification Number form (obtained at any MV substation or City/Town Hall).
If the newly purchased vehicle is under 15 years, you will need the original Certificate of Origin signed over to you or the last title signed over to you or the Town Clerk copy of the title application obtained from a NH dealer. If the title is registered in two names, both parties must be present to register.

How Much Is My Registration Going To Cost?
It is not possible to quote exact fees for a particular registration without the necessary paperwork since there are too many variables, which affect those fees.

The City permit fee for registration is based on the vehicle model year, the original factory list price of the vehicle, and the expiration date. For a new registration, the model year determines which tax rate ($18, 15, 12, 9, 6, or 3 dollars per $1,000 of original list price) is used to compute the City permit fee. Permits Generally, the State motor vehicle registrations fees are calculated based upon weight. Motor vehicles that weigh between 0 and 3000 pounds are charged $31.20/year ($2.60/month); between 3,001 – 5,000 pounds is charged $43.20/year ($3.60/ month); 5,001 – 8,000 pounds are charged $55.20/year ($4.60/month); and 8,001 – 73,280 pounds are charged $.96 per hundred pounds gross. Welfare Dept
How many times does the applicant have to see a case technician for assistance, and are there time limits on the program?
Each time an applicant requests assistance an interview must take place between the case technician and applicant. Since the City of Nashua, Welfare Department provides short term emergency assistance, applicant eligibility for the program is assessed at each interview between the applicant and case technician. There are no time limits on receiving assistance as long as the applicant meets qualifying criteria.
Are there consequences if the applicant refuses to cooperate with written requirements?
Yes. An applicant refusing to cooperate with written requirements may be deemed ineligible for assistance as warranted by NH law. The consequences will be discussed between the applicant and the case technician during the interview process.
Will there be additional requirements put on the applicant if assistance is granted?
Yes, depending on the applicant’s circumstances. Able-bodied applicants may be required to perform community service work to repay the City for their debt in addition to showing that they are looking for gainful employment. Applicants needing long term assistance will be required to apply for such programs. These requirements are given to the applicant in writing and are discussed during the interview between the applicant and the case technician.
How do I report suspected child abuse?
If an immediate threat to a child’s safety is present, contact your local police department immediately. If you feel an investigation is warranted on suspected child abuse or neglect, contact the Division of Children, Youth, and Families by calling 1-800-894-5533.
Are you social workers?
The case technicians are neither social workers or case managers, but will refer the applicant to other organizations if warranted.
What are the income guidelines for eligibility, and is money or checks given to the applicant if eligible?
Income guidelines change based on several factors. Specific questions involving benefit amounts will be discussed between the case technician and applicant. If the applicant is deemed eligible for assistance, a voucher will be issued to a vendor such as a landlord or grocery store. No cash assistance is granted directly to the applicant.
How do I know if I am eligible for assistance?
After meeting with a case technician and providing all necessary documentation you will receive a written decision regarding your application. Each applicant’s household circumstances including social/economic factors are reviewed between the applicant and the case technician in a confidential setting before a decision is issued. If you are dissatisfied with the decision you have the right to ask for an appeal or "Fair Hearing".
Do you provide housing?
The City of Nashua Welfare Department does not provide housing, but will refer the applicant to housing resources including homeless shelters, housing authorities, and local housing providers. Programs for housing and rental assistance can be found at New Hampshire Housing Finance Authority or call 1-800-640-7239 (NH Only).
How do I apply for help?
You must come in to the office at 18 Mulberry Street to pick up the application. At that time an intake worker will assess your current situation, and set you up for an appointment to be seen by a case technician. The intake worker will also inform you in writing of the required documentation you will need for the case technician. In unusual circumstances the intake worker may assess that the applicant needs to meet with a case technician immediately.

Why are street sweepers operated during early morning hours?
The street sweepers operate from 3:45am to 11:45am daily. The early time is because of the reduced traffic in the city, and minimal parking on the sides of the road. Contact: Scott Pollock (603) 589-4750
Why are the salt trucks spreading salt at the start of a snow storm?
The salt is applied at the start of the snow storm to form a brine (coating) on the pavement. This “coating” prevents the bonding of the snow to the asphalt, allowing for a quicker removal of any residual snow following a storm. Contact: Scott Pollock (603) 589-4750
Why has my street not been paved, yet other streets in my neighborhood were paved?
There is 4 sets criteria used when determining which streets are paved. The formula used allows for a numerical basis which is used for selection. This result is called a Benefit Value Index (BVI). The factors used to calculate the BVI is:
- Pavement Condition (PCI)
- Cost of the project.
- Projected lifespan of the work
- Traffic volume. (Many times high volume roads in an area are selected over low volume roads that may be in worse condition).

Why are sidewalks in the area near a school cleared of snow, yet the sidewalk in my area is not?
The sidewalk clearing is designed around the walking routes to schools. Sidewalks within 1000 feet of a school are required to be cleared following a storm. The DPW budget and staff levels do not allow for city wide clearing of sidewalks. Contact: Scott Pollock (603) 589-4750
