 NOTICES of PUBLIC HEARING and PUBLIC COMMENTS PERIOD 

FOR THE HOME-ARP ALLOCATION PLAN

 

A Public Hearing will be conducted at the Human Affairs Committee meeting on Monday, October 17, 2022 at 7:00 p.m. related to the HOME program American Rescue Plan Act (ARP) funds. The meeting will be held in the Aldermanic Chambers at City Hall, 229 Main Street. The purpose of this Public Hearing is to obtain input from interested parties on how the HOME-ARP funds should be allocated. 

The HOME program supports activities that create affordable housing opportunities. HOME-ARP funds must be spent on activities benefitting homeless persons; those at risk of homelessness; those fleeing domestic violence, sexual violence, stalking, or human trafficking; and other populations at the greatest risk of housing instability. Estimated funding available is $1,618,618. Projects under preliminary consideration for funding include: Supportive Services - $100,000; Development of Affordable Rental Housing - $1,194,894.40; Non-Profit Operating Expenses - $80,930.90; Administration and Planning - $242,792.70.  

Persons with disabilities requesting accommodations should contact the City Clerk’s Office at 603-589-3010 in order to make arrangements.

In addition, the HOME-ARP allocation plan will be available for a 30-day Public Comments Period beginning September 26, 2022 and ending at 5 p.m. on October 26, 2022, after which time all comments will be forwarded to the U.S. Department of HUD. El programa HOME apoya actividades que crean oportunidades de vivienda asequible. Los fondos de HOME-ARP deben gastarse en actividades que beneficien a las personas sin hogar; aquellos en riesgo de quedarse sin hogar; los que huyen de la violencia doméstica, la violencia sexual, el acoso o la trata de personas; y otras poblaciones con mayor riesgo de inestabilidad habitacional. El financiamiento estimado disponible es de $1,618,618. Los proyectos bajo consideración preliminar para financiamiento incluyen pero no se limitan a: Servicios de Apoyo - $100,000; Desarrollo de Viviendas de Renta Asequible - $1,194,894.40; Gastos Operativos Sin Fines de Lucro - $80,930.90; Administración y Planificación - $242.792,70.

 FY2020-2025 CONSOLIDATED PLAN

FOR THE CDBG AND HOME PROGRAMS

A public comments period will be held related to the DRAFT Amendment for the City’s Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs’ Consolidated Plan (July 1, 2021-June 30, 2025). The purpose of this public comments period is to obtain input from interested parties on the proposed activities, goals, objectives, and funding allocations related to a new allocation of CDBG funds that the City of Nashua has received through the CARES Act (CDBG-CV). Funding available is $168,968.

The draft amendment will be available on August 22, 2022 on the Urban Programs Department webpage (https://www.nashuanh.gov/1551/Community-Development-Block-Grant-Progra). The following activities are proposed for use of the Round 4 CDBG-CV funds: Family Promise of Southern NH - $24,313.70; Hillsborough Co. Child Advocacy Center - $24,313.69; United Way of Greater Nashua - $18,899.54; Lamprey Health Care - $24,313.69; Court Appointed Special Advocates of NH - $10,000.00; Boys & Girls Club of Greater Nashua - $24,313.69; Nashua Children’s Home - $24,313.69; The Youth Council - $18,500.00.

Comments on the draft amendment will be accepted for fifteen (15) days and may be submitted in writing to Urban Programs, City of Nashua, P.O. Box 2019, Nashua, NH 03061; by email to urbanprograms@nashuanh.gov; or by leaving a telephone message on 603-589-3085. The last day to submit comments will be September 6, 2022 by 5:00 p.m.

The CDBG program is a resource to develop viable communities by providing decent housing, improving the living environment, and expanding economic opportunities for low-and moderate-income persons. The HOME program supports activities that create affordable housing opportunities.

PUBLIC NOTICE - CITY OF NASHUA

Availability of DRAFT Consolidated Annual Performance Evaluation Report (CAPER) for the City of Nashua’s HUD Entitlement Programs

The City of Nashua has prepared a draft Consolidated Annual Performance Evaluation Report (CAPER) on the Community Development Block Grant; HOME Investment Partnership Program; and other actions described in the current Consolidated Plan for the period July 1, 2021 to June 30, 2022 (FY22; PY21) as required by the U. S. Department of Housing and Urban Development.

The draft report will be available for a 15-day public comment period beginning August 15, 2022. The CAPER is available for review on the City’s website at https://www.nashuanh.gov/1551/Community-Development-Block-Grant-Progra. Electronic or hard copies are also available by request. The draft CAPER is subject to change and final approval by HUD. Please email longj@nashuanh.gov or call 603-589-3087 to request an electronic or printed copy of the draft CAPER.

Public comment will be accepted until 5:00 p.m., August 31, 2022. All comments must be in writing, emailed to longj@nashuanh.gov. If you are unable to email comments, please call the City of Nashua’s Urban Programs Subdivision at 603-589-3087 to request accommodations.

NOTICE OF PUBLIC COMMENT PERIOD

In accordance with federal regulations governing the use of Community Development Block Grant (CDBG) and HOME Investment Partnership Funds, public input will be solicited for 30 days, beginning on June 28, 2022 and ending July 28, 2022, to comment on the proposed CDBG/HOME PY 2022 (FY 2023) Annual Action Plan.   The Annual Action Plan identifies how the City plans to use the federal money during the next fiscal year to meet the goals and objectives that are outlined in the FY 2020-2024 Consolidated Plan.

Draft PY 2022 Annual Action Plan Summary:

Based on the grant amount of $645,484 for PY 2022, the following activities are proposed for use of CDBG funds for July 1, 2022-June 30, 2023: Administration and Planning- $129,097; Public Services- $96,823; Projects including Housing Rehabilitation and Facilities/Infrastructure- $419,564.  It is estimated that 100% of CDBG funding will serve low to moderate income residents.  

Based on the grant amount of $579,304 for PY 2022, the following activities are proposed for use of HOME funds for July 1, 2022-June 30, 2023: Administration and Planning- $57,930; CHDO set-aside- $86,896; Affordable Housing Development- $434,478.
